Along the lines of Tina's suggestion, how about those stickers they use for birds? The kind that look like shadows of other birds so that the birds can tell that the glass is glass and not an open window and don't kill themselves flying into it?
Or how about just covering the bottom 2-3 feet of window with paper for a while so they can't see through? Maybe if they're puppies this will be enough to deter them for a while and get the thought out of their heads? Or just as a temp solution til you get the collars?
