I am no expert at all...but I have read that pups are like children, some love water and some don't and what they said to do was to take the pup gradually into the water so that they don't feel unsafe.
Maybe when you are able to get in with him, you can hold him securly in your arms (or even put a life vest on him until he learns) and then let him set the pace.
My dogs love little streams and kiddie pools, but I don't know how they would be in "big water"! Good luck!

I just did a quick search on my favorite dog-advice site and found this:
http://www.veterinarypartner.com/Conten ... &C=0&A=359 It says that dogs are natural swimmers but that when they are in a pool, they swim to the side to get out and may tire and drown...it says to teach them to find the steps...and it gives first aid for the dog...just in case.
